Course Description

RPL for Traffic Controller (TC) and Traffic Management Implementer (TMI) is an assessment only pathway.

By providing recent, relevant documentation, you can demonstrate competence in:

  • Controlling traffic safely on urban, rural, and high-volume roads.
  • Implementing and monitoring traffic management plans on a range of road types.
  • Applying workplace safety, risk management and communication practices in real work environments.

This process confirms your skills and experience without the need to complete classroom training, unless evidence gaps are identified.

Units and Certification

RPL for Traffic Controller and Traffic Management Implementer is an assessment-only pathway. By submitting the right documentation, you can demonstrate competence in:

Traffic Controller (TC1 & TC2)

  • RIISS00058 – Traffic Controller – Urban Streets and Low Volume Rural Roads (TC1)
  • RIISS00059 – Traffic Controller – High Volume Roads (TC2)

Traffic Management Implementer (TMI1, TMI2 & TMI3)

  • RIISS00060 – Traffic Management Implementer – Urban Streets and Low Volume Rural Roads (TMI1)
  • RIISS00061 – Traffic Management Implementer – High Volume Roads (TMI2)
  • RIISS00062 – Traffic Management Implementer – Motorways and Freeways (TMI3)

Your documentation must show that your experience is recent and relevant to the role you’re seeking recognition for.

Course Delivery

The RPL process is documentation-based:

  • You submit a portfolio of evidence.
  • CTA assessors review and verify your documentation.
  • Additional clarification may be requested if required.

Pre-Requisites

To apply for RPL, you must supply documentation that meets these requirements:

  • TC1 (RIISS00058) – Evidence of recent traffic control work.
  • TC2 (RIISS00059) – Evidence of holding TC1 and at least 40 hours of traffic control experience.
  • TMI1 (RIISS00060) – Evidence of holding TC1 and implementing traffic management plans.
  • TMI2 (RIISS00061) – Evidence of holding TMI1 and experience on high volume or complex roads.
  • TMI3 (RIISS00062) – Evidence of holding TMI2 and experience implementing works with attenuators on motorways or freeways.

Education Pathways

Supplying RPL documentation for TC or TMI can also contribute toward further civil construction qualifications, providing credit and recognition for your existing industry experience.

Assessment Process

  1. Application – Contact CTA for the RPL documentation guide.
  2. Evidence Submission – Provide documents such as:
  • Work logbooks or shift records
  • Traffic management plans you’ve implemented
  • Employer references or third-party reports
  • Photos/videos of you performing relevant tasks (if available)
  • Previous Statements of Attainment or certificates

3. Assessment – Our assessors review your documentation against the units.
4. Outcome – If evidence meets requirements, you will be awarded the qualification. If gaps exist, we’ll advise on further documents or gap training.

Career Pathways

Once your documentation is successfully assessed by CTA, you will:

  • Hold a nationally recognised Statement of Attainment for TC or TMI skill sets.
  • Be formally recognised as competent under the Austroads framework.
  • Improve your employment opportunities and meet client and authority requirements for traffic management roles.
